Bill Ludwig was born in 1934 in the western Queensland town of Longreach and was raised in Ipswich. He started labouring as a shearer in the 1950s and later become part of the bitter 1956 shearers’ when a clash occurred between shearers and pastoralists for wages and conditions. In the 70s he went AWU as an organiser before becoming Secretary at South Western District.

He was later appointed as Queensland secretary in 1988 and handled the responsibility for a total of 12 years. In 2001 he was appointed as the National President of AWU.
