Transfer of local level ‘Sutra’ application created with the help of UK to Nepal

July 9, Kathmandu. The Financial Management Application, developed with the support of the UK Government, has been handed over to Nepal. The system, dubbed Local Level Accumulated Fund Management System (STRM), was handed over to Comptroller and Auditor General Suman Aryal by British Ambassador to Nepal Nicola Polit at a function held in the capital on Thursday.

The source software was developed with financial support from the UK government. This system has been used in all (753) local level budget preparation and accounting records of Nepal. From this, all local government expenditures can be viewed in real time.

According to the Office of the Comptroller and Auditor General, sources have assisted all local governments in managing their public finances. Earlier, the local government used to make programs / plans, allocate funds for activities, keep records of income and expenditure and submit reports to the Comptroller and Auditor General.

Now, they will be able to easily calculate revenue, prepare budget, approve budget, keep details of funds received from various sources, keep account of expenditure and report.

Comptroller and Auditor General Aryal informed that the weaknesses in the application will be gradually rectified. Ambassador Polit said the application would be helpful in ensuring accountability and transparency in public financial management in local government.

The formula system has been formulated by the Ministry of Finance through the Ministry of Federal Affairs and General Administration, the Office of the Comptroller and Auditor General and the Secretariat of Financial Accountability with the opinion of the umbrella organizations of local government representatives.

The accountant general says that this system will save both time and budget. The work of formulating the formula started in 2017. In 2019, it was decided by the Council of Ministers that all local levels should use it. On Thursday, Ambassador Polit and Comptroller and Auditor General Aryal also unveiled the source’s mobile app.
